At a meeting in February 2011, the Irvine, CA City Council agreed to start drafting Animal Welfare Regulations. While no language has been drafted yet, the areas being reviewed are:
a. Retail sale of companion animals in Irvine
b. Mandatory spay/neutering of dogs or other companion animals
c. Use of animals in traveling entertainment performances such as rodeos and circuses
City Council has taken no position on any of these at this time, and directed staff to research ordinances in other cities and develop ordinance language for the Council's consideration. Public comments regarding the possible animal ordinance should be sent to:
